Massachusetts Takes Major Step to Reduce Energy Burdens for Low Income Residents
Statement from Jolette Westbrook, Director & Senior Attorney, Regulatory Solutions, Environmental Defense Fund
This week’s decision by the Massachusetts Department of Public Utilities (DPU) marks a major step forward for energy affordability and equity. By requiring all major electric and gas utilities to adopt a statewide, tiered discount for low-income customers, the DPU affirms a simple truth: no family should have to choose between keeping the lights on and meeting basic needs. This new DPU order ties utility discounts to household income and sets clear energy-burden targets for each tier – so bills will reflect a defined share of income, not a flat, one-size-fits-all discount.
“This order moves the Commonwealth closer to an energy system that is fairer, clearer, and designed around what people can actually afford. By tying energy bills to income, Massachusetts is reducing hardship, improving health, and proving that affordability and a clean energy future go hand in hand.”
